Ms. Payne has been a teacher, educational consultant, speech pathologist, school psychologist, Director of Special Education and Pupil Services in four districts in three counties, professional development specialist for the Delaware County Intermediate Unit, and served as the Director of Clinical Services for Elwyn’s early intervention program in Philadelphia.  She currently directs an early intervention grant for the Foundation for Delaware County and supervises student teachers for Widener University.  A 47-year resident of Delaware County, Ms. Payne served on the Radnor Township School Board for 8-1/2 years and was a member of the Benchmark School Board of Trustees for 4 years.

Ruth is an Certified School Psychologist and Certified Speech/Language Pathologist (CCC/SLP).
